Closing this bug. In Ubuntu, that file is a symlink that points to /run/resolvconf/resolv.conf so cp will complain that it won't copy through a dangling symlink. Setting POSIXLY_CORRECT variable to other than null will stop cp from complaining, but the resolvconf dir inside /run does not exist in the chroot environment when first created, so cp fails.
